Qualifications
I have no idea what the qualifications are to wear this badge although my best guess would be that if an individual is qualified as Special Operations Basic then that person can wear the badge. Whether or not the badge can be worn when a person is not serving in a Special Forces capacity; again I do not know.

Thanks Ed. So many questions. With so much new insignia being adopted, an entire new chapter for collectors is being created. Unfortunately, the rationale and procedures are not easily found. There should be more clarity. The meaning of the badges is important to the larger audience, not just the wearer.
