Default Collar badge that I think is an eight pointed star or Devonshire

Hello - This postcard seems a little earlier than WW1 and whilst I do come across this style hat from time to time it is not one I am especially familiar with or to which regiments it would be associated.

The collar badge appears to be either an eight pointed star or potentially Devonshire. Is anybody able to confirm if this is a Devonshire solider or is this something very different?

Unfortunately there is no photographer details or messages or any sort.

I will stand corrected if wrong, the lanyards he's wearing means he's a bandsman I think.
