Can anyone provide a description of the Cap Badge worn by the Samana Rifles (1897 - 1913) ?

I agree with Khyber. As a tribal police unit, they would likely have been issued rifles and some type of bandolier/pouch and maybe tunics of some sort, but in that period would have worn pagris or caps, neither likely to display badges. Badges were less used in the Indian Army in general before 1900 than in other imperial forces. Many units, for example, wore only a pagri/cap badge, supplemented with shoulder titles eventually, but collar dogs and so on were not common for ORs until at least WWI.
