Default unknown double headed eagle helmet plate

I have not been able to identify this helmet plate.
It is 13 cm across the wing tips and it has a 1 cm deep curvature.
My guess it was made between 1800 and 1900.
It is not very high quality, but I think it is genuine.

It know it is a long shot, but does anyone recognise it?

Hi GTB,
I agree with you that it looks very Russian.

However, all Russian helmet plates I found have the proper escutcheon
https://en.wikipedia.org/wiki/Coat_of_arms_of_Russia.

This escutcheon has in silver a royal crown.
The heads of the eagle are not crowned.

Yes, I noticed those points. Evidently it does not show the arms of Russia per se but nevertheless it is still an Imperial Russian item. The job now is to try and pin down which contemporary organisation lays claim to such an escutcheon, without necessarily being wholly royal (considering the eagles heads are uncrowned)
