Default mystery waist belt plate

Identification of this buckle has eluded me.
It is 58 mm wide and 65 mm high, the fleur de lis may have a white metal coating.
I think it is military, 2nd part of the 19th century and from a Western European country.
Depending on its ID I may dispose of it.

I have used google to search French sites, using "boucle de ceinturon" and Spanish sites using "hebilla del cinturĂ³n" with and without Borbon.
It remains a mystery.
