Default Army Training Regt

I have recently acquired this, and understand it is the Army Training Regt TRF. I assume this is worn by staff only, not students. Is this correct?
Also, is it worn by staff at all three ATRs - Grantham, Pirbright and Winchester?
Finally, anyone any idea of the year it was first issued for wear, please?

This is the Initial Training Group badge worn by all instructors from February 2011.

Many thanks, Marc, for the correction on who wears the TRF - Initial Training Group rather than Army Training Regt that I was told - and for the link to the Wikipedia site on it, from which I see it is worn by instructors only at four sites - Army Foundation College Harrogate, Army Training Regt Winchester, Army Training Centre Pirbright, and Soldier Development Wing Brecon.
Thanks also for the information on when it was first issued.
I appreciate all your help with this.
