The RWF collar is the type worn by officers (or RSM) on the mess dress lapels.
That specially made fitting is unusual as they were sewn on, but it could have possibly been done for a white mess jacket worn overseas.
The paper backing often indicates an earlier make, but impossible to be sure.
It could have been worn over a long period of time.

As CB states the RWF, whilst unusual is a collar .
The small dragon matches that worn by the Brecknockshire RVC from memory, but it was also worn by other South Wales volunteer units. I do have this recorded at home & will confirm when I get back.

I have a matching pair of the small dragon collar and have it as first brecknocks.

the RWF collar is the type of dragon with a loop in the tail which is generally considered to be later than the type without the loop, though I have not seen dating to confirm this

My memory didn’t let me down. A cursory check in Churchill gives figure 674, page 110, as 1st Brecknockshire Rifle Volunteer Corps. A word of warning though as I do recall that the Order of St. John, or similar such civilian organisation wore something similar. Those members who collect to civilian units should be able to throw a little more light on this.

@41st. I had a pair of dragons from the uniform of a Hospitaller for St Johns in Wales and they reminded me very much of those. Must see if I can find pics.
