Would some one kindly shed some light on this badge? My first thought would be Royal Navy!

Definitely not Royal Navy. I think it is an unfinished HM Customs cap badge.

I agree with Alex. It looks like an unfinished example of the cap badges worn by Preventive Officers in H.M. Waterguard - now part of H.M. Customs and Excise.

I've attached some images as examples for comparison.

Well it isn't an Army Fleet Maritime badge, as I thought, the crown is too high on the wreath.
But worth looking into, ....
