Crown looks European but if it comes from a Boer War collection, then possibly Dutch?
White metal I've always associated with "volunteers". Have you thought of entering various versions of the initials into....sigh....Google? |

I don't see NRR there, their badges were generally quite easy to see the similarity between the 'R's but the end letter on this is totally different to the R, still looks like ?VRB to me. IVRB; SVRB; JVRB or even PVRB.
