Default Helmet Plate lugs

Hi All,

Just a general question about helmet plate lugs. I have seen these lugs/loops on 2 Victorian Officers helmet plates. They are silvered, open and wide at the top. Are these sometimes seen on plates rather than normal cap badge style copper lugs ?

I have always attributed such lugs as simply makers variations.
