Default Crossed swords

I thought this badge had something to do with the army physical training corps but the lack of a crown. Now I do not know.Could it be a sleeve badge ? Can somebody identify it or is it a fake ?

It s used as an Instructors badge on the sleeve in conjunction with rank badges for an Assistant PTI.

It was also used as a prize badge on the sleeve in conjunction with a Crown or Star but these were one piece.
