Does anyone know what this badge is, and whether it is military please?

Can't say for sure, but it is reminiscent of Royal Canadian Air Cadets?

Bill suggests possibly R.C.(Air)C. Personally, I don’t think so. I worked with the Air Cadets for almost 30 years and never saw any badge like that. However, as it has a style of Canadian Ensign along with the Union flag, I’m wondering if it might have been a locally made badge for a Cadet going to the U.K. in the early years of the I.A.C.E. (International Air Cadet Exchange). To clarify, you might try the National Committee of the Air Cadet League of Canada in Ottawa.
