Who or what does this patch belong to ?

Hi All

My wife is working in a local museum, one of her tasks is to identify a Nurses cape that is adorned with multiple badges from people she helped out.

It has been enjoyable trawling the internet to find the majority, but the attached has us both stumped.

Anyone have any ideas please ?
