Are some of the men incortectly dressed, in that they do not have a moustache? Regs 1860 - 1916 - shaving the upper lip?

Yes there does seem to be a few tashless, not sure how rigorously the rule was enforced? The civilians are all members of one of the many Scottish associations formed from ex pats and descendants of earlier settlers. You will notice many are wearing a ribboned rosette in their lapels. Also you should take in the fact that many Scots are fair or ginger haired not so easy for them grow facial hair.
