Default Scottish Constabulary photo

Good Afternoon,
This photo has just arrived today. I think it is a Scottish Constabulary. But which one? The badge looks like a fouled anchor, and I can't find any other badge similar to an anchor in my Scottish Police insignia book.

I think he may be dock police (Clyde?) although the cap badge he wears, according to the insignia book, would be a collar badge.
I don't think this chap is prison service.

Any ideas?

I have had a look at this chaps badge under the magnifier, and the bottom of his cap badge is a scroll.
I still can't find a match in my insignia book, unless I'm being blind

Billy,

A couple of observations.

Firstly, other than members of Scottish police pipe bands, I'm not aware of any Scottish or indeed English/Welsh police forces wearing a hat like that as part of their normal everyday uniform.

Secondly, the colour of the hat appears to be different to the rest of his uniform.

I must admit, I can't say that the badge rings any bells with me of it being police related.
