Purports to be the 4th Cadet Battalion Army Cadet Force affiliated to the Royal Welch Fusiliers.

This one is presumably the 3rd Cadet Battalion affiliated to the Royal Regiment of Wales

Clwyd ACF was formed in 1974, by a change of name of the former Flint and Denbyshire ACF.
In 1985, the county renamed to 4th (Cadet Bn) Royal Welch Fusiliers (Clwyd ACF), as most of the detachments were, and always had been, badged to this regiment. In 2009, it merged with Gwynedd ACF to form Clwyd & Gwynedd ACF.
So the rank slide would have been in use sometime between 1985 and 2009.
Most ACF Counties were badged to RRW at one time. Does anyone know to which County 3 RRW belonged?

I suppose that your dates of 1985 - 2009 could be narrowed down a little more as the slip-on titles were only worn on CS95. Previous to that I presume all cadets would have worn a brassard on the woolly pully/shirt? Not that I know directly as girls weren't allowed in the ACF when I tried to join but we still had woolly pullys.

Thank you for your replies That seems logic as I have got in the same lot Clwyd & Gwynedd ACF slides and brassard.
