Default Collar Badges?

I am trying to ascertain whether or not this Wandsworth Cadet is wearing collar badges (this is about as close and clear as I can make the image):

A forum pal has suggested the possibility of these being a numeral over the letter 'C'.

Any ideas please chaps?

Default Wandsworth Cadet

Further to High Wood's observation I owned (and may still have) a brass shoulder title C/T/23/London which would square with the 23rd London's cap badge.

I would agree that the device on the collar is a number over the letter C.

Yes I agree. That was the correct shoulder title of the cadet unit and seems to be what he is wearing.
