Do I see right.......it says "Boulogne sur Mer" ???? Don't think this is military.

I have one of these as well and I believe that it is either a souvenir pin from the Great War, or something related to the 1936 Great war Veterans Pilgrimage. Mine came pinned to a Great War SD Jacket.

I've seen plenty of these - they are tourist mementos, not military badges.
