Default City of Westminster Badge



I don't believe military but am unsure as to who would have worn this? Is a large,80mm tall,and heavy 46gms Silver flat back medal/badge.It is hallmarked for 1899 and bears the arms of Westminster but other than that it's a mystery.
any suggestions welcomed

Looks more medallic to me as it has a suspension bar for a ribbon, which I'm guessing would be a neck ribbon. Perhaps a badge of office of some City official or perhaps something to do with the Palace of Westminster?
