Couple Of Metal shoulder Titles For ID

Hopefully someone may be able to assist in the positive identification of these two metal titles - hey may not even be military.

1st one is brass letters "LCC" (London, Liverpool, Lincoln, Luton etc etc County Council ??????????)

2nd one is white metal "BNRR".

any help appreciated, once identified they will be offered for sale.

The LCC title could be a London County Council Tramways hat badge. At the turn of the last century LCC horse tram drivers were issued with bowler hats that had plain LCC badges like your one on them. They may well have been worn by other LCC employees as well.
