Default BORDER REGIMENT HELMET PLATE???

HAS ANYONE ANY IDEA WHY THIS BORDER REGT HELMET PLATE CENTRE, HAS 4 U SHAPED FITTINGS THAT MEAN IT WON`T FIT ON A STANDARD VICTORIAN OR EDWARDIAN HELMET PLATE.THE LOWER LUG GETS IN THE WAY COULD IT BE FOR SOMETHING OTHER THAN A BLUE CLOTH HELMET?

To me it looks like both the blades for fastening the red velvet behind the badge and the lower lug have been refitted. I may be wrong but the solder looks grey (lead) rather than the golden colour of the solder of the other three lugs. I would suggest that they have been retro-fitted and the lower lug is just in the wrong place. I think these usually only had the three loops around the sides as the centre loop would conflict with the blades for the velvet. Mine has the blades located N-S.
