I could be way off but Navy and Army Canteen Board jumped into my mind, and could the letters on the cloth shoulder title be 'C B' for NACB?

She might possibly be a member of the Womens Volunteer Reserve. They were apparently recruited from the upper-classes and that uniform appears to be of a superior quality to the average womens uniforms of the time.

The NACB badge also has a large crown like the partial one that can be seen in the hat

Many thanks to everyone who took the trouble to reply.
This is my wife's grandmother. NACB would fit as pretty much the only family story about her WWI experiences we have is that she served tea on a station platform somewhere (probably should have mentioned that...). Thanks Pete |
