RANR badge
I never came across anything like that during my RAN service, Mick - although in my time it would have had a queen's crown. The way the lugs are placed it looks like it's meant to fit into the lapel button-hole of a civvy suit. Sorry I can't be of more help.

I'm thinking a 1930s RANR Rifle Club badge (hence the crossed rifles).
I'm not 100% certain but I think that could be it. Mick

Have you tried looking it up in the book by Cmdr John M Wilkins OAM RFD* RANR (Retd.) He has a number of non-regulartion badges featured in it.

But isn't the motto of the RANR not as on the badge? Besides, the deep blue background may be distinctive to the navy. Personally, I would tend to think that this is a type of marksman's or prize rifleman's award for a Fleet shooting contest. Something similar to awards of shields.
