Default State Cadet arm patches?

I believe the following cloth patches are Cadet patches worn on the arm, and that the background colour indicates which state the cadets are in. Can anyone confirm this, and tell me which colour is for which state please?

They are shoulder 'biscuits' worn by Australian Regular and Reserve Army.
From memory:
Black & White = mess dress.
Red = Bands
Tan = Older DPCU uniforms (replaced by DPCU background biscuit).

Cadets had their own state emblem versions.
