Yep, SOLAS tape.
The same stuff aircrew stick on their helmets. It relects in the visible spectrum so not massively tactical suggesting that the wearer was not from the pointy end of things in the sandbox. There is an IRR version too, but that isn't it. |

They were sewn onto shirts in Herrick by the RM Brigade circa 2011 but the next brigade did not bother. The idea was that air support could see them at night through weapon sights but then it became apparent that the Taliban could do that as well. They also became less effective with repeated washing.
