Default UNKNOWN ARAB BADGE MAKER MARKED 'FIRMIN LONDON'

I picked-up this badge a few years ago thinking it was something else. I've seen a photo of one such badge before, but cannot for the life of me find that image again. (Besides, I am sure it was just described using the generality 'Arab Badge'). It definitely doesn't fall into any one of my collecting areas of interest!
Is there someone out there who could confirm what this badge is, and perhaps why it should be maker marked 'Firmin London'?
Any assistance in identifying it would be much appreciated.

Fairly sure its Qatar Police. Its marked "Firmin London" because that is who made it!
