Default Home Guard armband?

I've had this armband for a while, which came in a Lot from C&T ages ago, described as 'Home Guard'. Does anyone know if it is, what it signifies, and even which way up its worn?

That's great, so not all wrong!? I had a feeling with the elastic it probably wasnt WW2.
