Default Identifying my GG-grandfather's badge&uniform

Hi,
I recently got given a picture of my great-great-grandfather (we think!) and was trying to identify his uniform. He has a cap badge and one along his neck (Royal Engineers?) and quite distinct emboridery on the uniform. If anyone is able to shed some light on this, that's be great.

he is not an engineer. I suspect it is not a Regular Army uniform but a Victorian era civilian organisation of some type.

Police Officer, possibly Inspector or above.

The arm badge is a St. John Ambulance qualification badge, common in police forces at that time.

Altcar will know.
