Its certainly Oman. Ive had one in my box for some time. I must get it out and ask around for an ID. I think it has something to do with PT.

As I thought the writing says “Mudarrib Al Liyaka Al Badaniyah” which means Physical Training Instructor. So an Omani Army PTI with the crossed sabres a carry over from the British army.
