Default Lead Seal

Hi Fellow Badgers,
I've just purchased a badge which has a lead seal on the back fitted to the two lugs, I've never seen one before and just wondered what it means, the only thing I can think of is that it's unissued.
Can someone shed some light on this please.

It could be one which was part of a sealed pattern but the tag itself has become discarded somewhere along the line (like the one on the right in the image attached) - a picture of your badge would help.

The seal is the same as in your image, but has the initial's JH on the lead seal.
It's attached too a Victorian Glengarry badge.

A lead seal.... must be difficult for them to swim, are they an endandered species ?
