Unknown badge bought in New Zealand - British & Commonwealth Military Badge Forum

Hi,

I found this badge during a tour in New-Zealand, in Napier. But I do not know if it is a military badge (the number "7" gives an idea only), or a civilian.

And I do not know if it is a kiwi badge.
