It's a Canadian Grenadier Guards "colour badge" worn by both Colour Sergeants and Warrant Officers class 2..

Or maybe the insignia of the colour guard of the Lieutenant Governor of the Province of Saskatchewan.....What say you Bill A?

My thinking is Canadian Grenadier Guards. It has the same cypher, the laurel of maple leaves, and the grenade, "charged" at the base of the colour as the CGG. If it is for some other regiment or dignitary, it is the same as the CGG.
Just a thought... Sergeant at Arms, in the various legislatures, would they wear such insignia?

I don't have any proof but my gut says it is Guards Regt Colour Sgt insignia. I thought the Governor Generals Foot Guards out of Ottawa
