Default Canadian Naval Forces folder

Prime Minister Borden’s government created a Canadian navy in 1910 and the next year it became “Royal.”

In the time before it became the Royal Canadian Navy what was Canada’s navy called?

What was the Canadian Naval Forces?

This folder appears to never have been used. It is 21 x 16.5cms. What would its purpose be?

Although it isn't used regularly, the first appearance of the phrase "Canadian Naval Forces" in the Canada Gazette is in 1910:

Thanks for the information. There it is in black and white. I read a bit of the act and at the beginning they do define "Naval Forces" which seems to be the assets while "Naval Services" is the government department.

Default Service Writing Kit

It looks like it may have been for a SWW Service Writing Kit which contained envelopes and writing paper.

There is definitely a place for a pen and little tabs at the bottom to prevent papers from falling out.

Would a Service Writing Kit be something issued for some official purpose or purchased privately so letters could be written home?
