Hi, I looked up my "Illustrated Encyclopedia of Military Insignia of the 20th Century" by Guido Rosignoli. On page 196 is picture of Italian O/R's Infantry badge for shoulder strap like the one I have but which doesn't have the numeral like yours.
In the text is mention that "In 1934 metal shoulder boards were adopted for the officers' grey-green full dress..........Sergeants and the rank and file wore a pentagonal brass plate on the shoulder straps of the dress jacket."
So answer to your question would be, From 1934 onwards.

70° Reggimento Fanteria "Ancona"

Raised 23/8/1862 in Alessandria (that's an italian town in Piedmont, not the egyptian city).
Fought in the 3rd Italian indipendence war (1866) against Austria.
During the WWI fought on Asiago plateau, against Austro-Hungarian army.
From 11/3/1926 formed the XIX Brigata di Fanteria with 83rd and 84th Infantry regiments.
Fought in abyssinian war (1935-36).
From 9/5/1937 formed the 61.a Infantry Division with 69th Infantry Regiment and 43rd Artillery Regiment. Located in Misrata (Libya).
Due to the eavy losses the regiment was disbanded 23/1/1941, after the battle of Tobruk.

No: this kind of badge was introduced at the end of the 20's.
As it was worn on the adrian style italian helmet in parade, it was worn till the mid of the 30's (in 1933 Italy adopted a new design helmet - M33).
However, this badge has no use after 1945.
