The existence of the Black Watch scrolled 9th Bn HLI was recorded well before the 1970s. This article dates to 1943.

My personal opinion is that the author is right and it was a commercially produced badge rather than an issue item.

The Glasgow Highlander/Black Watch badge is a dud. Neither the Black Watch or Glasgow Highlanders wore this - just ask the regiments.
Some are quite nicely made others you can see through.
