According to Mazeas' book "CANADIAN MILITIA BADGES PRE 1914", your insignia is a shoulder title circa 1904 attributed to the 19th St. Catharines Regiment (infantry) based in St. Catharines Ontario Canada. The same regiment is today perpetuated by the Lincoln and Welland Regiment, Canadian Armed Forces Reserve. Cheers,
