Default Identify uniform

Afternoon,
Here's one I have no idea about. Sorry the quality is not crash hot. Is it perhaps a bandsman uniform? Seems to have some sort of frock coat with a high waist belt and lots of stuff on the shoulders. Photographed in Port Elizabeth.
Any help appreciated.

He is a Warrant Officer Class 1 Bandmaster, but in what I am afraid I cant tell.

Hi Tony

The badges look a bit like Prince Alfred's Guard, which would fit if the picture was taken in PE.

Default Band badges

Could he be wearing a generic band cap badge of the types shown below (QVC & KC).

I believe these badges were worn by civilian bands, often formed from musicians with previous military service, and dressed in military style uniforms.
