Could IOE be Institute of Education? Maybe something to do with that?

I thought that because it had a King's Crown, that it would have some military or governmental link.

My guess would be a private firm trading on the crown to improve their market appeal. Security service or perhaps private investigators? If it's a King's Crown and perhaps not british, one might get away with borrowing the symbol. Just my thoughts.
