Default Unknown badge

I saw one of these 40 years ago in the Chapple Australian collection when it was bought by Sydney Victoria Barracks museum. I don't know if they still have it. I also recently saw it illustrated in the Australian chapter of Cox's book on Commonwealth WW1 badges. It could have been the same badge.
In both cases, the badge was alleged to be the 1912-18 45th Australian militia infantry.
I don't think it is Australian at all. Can anyone positively identify it?

hi kingsley
did you actually see this badge?
there were many proposed badges for this period that were sketched or produced in wax or rubber and several appear in Festburg.
I have an unusual rubber sample at home somewhere which I will dig out.
I also would be interested to know if Sydney Victoria Barracks museum still has the collection.

Midland Railway (UK). It was actually produced and used.
