Default Unknown Helmet Plate and Manufacturer

Has anyone heard of the Manufacturer of the following Helmet Plate, Keaton of Birmingham around the time of the Boer War and to what unit the Helmet Plate
Belongs, not the clearest detail I'm afraid

It is not a military Helmet Plate, thats 100% certain.

Its the Royal Arms of Queen Victoria found applied to all sorts of items, in this case possibly a safe door.
