I picked up one identical or very similar a couple of months ago - I took it to be a patriotic lapel badge showing the Imperial German Navy pennant, rather like a "sweetheart".

Ah, my mistake - wasn't a pennant.......

I am sure you are right about it being a patriotic badge as you can find ww1 pottery with the same badge and i have seen badges on maker marked cards at some of the german military shows
