Default Unknown Double Headed Eagle Object

Hi Everyone

I recently picked this up but through doing some research am finding conflicting information around the insignia at the top. Secondly, I have no idea what the items for, i initially thought some kind of frame but it has no ridge, plus it has a hoop which suggests it could be worn?

Any information greatly appreciated. Size wise it's 2.5 inches in diameter.

It is the coat of arms and motto of the city of Perth, Scotland:

Looks similar to school/music award medallion 'pendant' (holder).
