Unknown Foreign Language

I hope this is in the right section. I have put this here because one man seems to be wearing a uniform.

I picked this up on ebay and am trying to find out what it says. Does anybody know?

Failing which can anybody recognise the language? My guess would be Polish, but that is really just a guess.
