If that is from an official handbook, they have not had it vetted by Directorate of History and Heritage. The abbreviation ONTAR is meaningless. It is ONT R.

That is quite a document. It is odd in that the correct abbreviation is used frequently, and then the incorrect one shows up. Probably the effect of several authors and editions of the handbook. It does not appear to be a DND publication, but rather a unit document.
