Default General service button with POW plumes?

Please can anyone put a name to this button?

25mm fixed shank "BUTTONS LIMITED BIRMINGHAM".

Can't find it in any of Ripley's books on Regular army, Yeomanry, Rifle Volunteers nor Militia.

Could it be a button for wear by the Prince of Wales's Staff, as his device replaces the crown?

I have checked "Dress and Insignia worn at Court" and this is not Prince of Wales Household. I am inclined towards a Cheshire connection, because the Prince of Wales plumes appear on a number of buttons from that County, since HRH is the Earl of Chester. Cornwall is another possibility.

The relatively poor definition inclines me to think that it is a fantasy item intended for 'military style' civilian fashion clothing.
