This seems to be Dutch.
Netherlands Royal Army: Officers for Special duties. 1953-1963.
Collar badge, to be worn on a 5 pointed crimson piped golden patch.

These "Officieren van Speciale Diensten" were NCOs that because of special capacities, got officers rank.
In 1963 they were named "Officieren van Vakdiensten" and continued to wear the badges they already used before their promotion..

Below also the corresponding beret badge which also shows the colors.

Additional information.

The badge is probably not a collar badge, but a shoulder badge. It is from the time that these badges were on the shoulder. Without the coloured patches that were introduced when they moved to the collar.
As the switch was in 1963, this badge was most probably never made/used as a collar one.

You are welcome.

As it is restricted to a rather short period of time and a rather small bunch of people, I assume it has some value when offered in The Netherlands. But I have no idea what.

In any case I found a dealer which has a few combinations (beret + two shoulders) but all sold out and no price mentioned.

The same dealer also has a beret + two collars (also sold out) which means they did exist for the 1963 new uniform: Baretembleem en kraagemblemen Officieren van Speciale Diensten (1962-1963)
