Default unidentified epaulette device

I am pretty sure I posted same in the past but no info forthcomimg, so reposting and fingers crossed.
Item is relic condition and evidently dug. The device is in relatively good condition with a leaf pattern in the arms of the cross and a fleur de lis at centre.
The shape of the cross harks to Germanic/Imperial Russian, but the fleur de lis may possibly be Bourbon
