Unidentified arab badge and title

Attention Arab experts. Please give me a shove in the right direction.

1st and 2nd are front and reverse of the same badge, appears to be made in thin brass. It has 2 thin lugs. It looks like Sultan of Oman Armed Forces badge but not as ornate as shown in various images on the Forum. 3rd is a chromed title solid with 2 lugs on reverse, is it the right way up, and what does it mean?
