According to Phil's album this is a Corps of Commissionaires collar number for Birmingham:

There are a whole series of them for each of the major cities in the UK. That said, the most common are those from Birmingham. They are frequently seen on eBay described variously as police collar numbers or Transport/Tramway collar numbers.
