Likely a letterhead from a piece of regimental stationary. They turn up occasionally as collections and I have seen a half dozen from various Indian regiments. A bit like stamp collecting, I suppose.

Perhaps one could write to the secretary of the officers' mess. I once collected a bit of Buckingham Palace stationary by writing to invite Princess Anne to an event in Toronto, Canada. No idea where it is now, but the reply was lovely: Buck House staionary and signed by a Lt. Col., Royal Marines, who was one of her aides.
